A panel of experts partnered with 10Best editors to pick the initial 20 nominees, and the top 10 winners were determined by popular vote. Experts Marla Cimini (USA TODAY), Deborah Fallows (Our Towns: A 100,000 Journey into the Heart of America), Eric Grossman, Anna Hider (Roadtrippers), Gerrish Lopez and Chelle Koster Walton were chosen based on their knowledge and experience of travel in the United States.
